Just Added A Comment Policy to the Blog

After countless spammy and useless comments, I have decided to write a j0432550 Just Added A Comment Policy to the Blogcomment policy. Please, take a moment to read the policy before posting a comment policy.

We welcome comments from all of our readers and definitely want your feedback.  Rather than just totally turn off the comments, I have implemented this policy.
